Functional programs frame a project by consolidating needs, criteria, and parameters to arrive at a feasible real estate scenario.
The Functional program (FP) and Functional and Technical Program (FTP) are reference tools that allow designers of plans and specifications to get in touch with all the needs of a project. They gather data on the sector of activity concerned, define the precise problem and lay the foundations for its resolution.
In addition to establishing the criteria for an intervention strategy, the FPs specifie the general, detailed and technical characteristics of the institution's organization, operation and surface area, while focusing on equipment needs, staffing and operating costs. Finally, they balance the financial aspects, the existing physical environment and the current and foreseeable user needs in a real estate scenario.
Implementation steps
The steps are based on the methodological procedures of authorities such as the SQI, MSSS, the Ministère de la Culture et des Communications and Public Works and Government Services Canada (PWGSC):
Analysis of organizational and real estate data.
Consultation with site users and documentation of needs.
Synthesis of the data collected and development of guiding principles.
Determination of preferred parameters to meet user needs.
Development of a pre-concept real estate scenario.
Determination of parameters to prioritize to meet users' needs (space requirements, functional connections, design criteria, performance objectives, etc.).
