For the past 10 years, real estate planning has been a core area of expertise and a strategic practice at STGM, driven by a committed, multidisciplinary team. A practice shaped by transformative events and landmark projects
Since 2015, Québec has experienced significant changes that have directly influenced our practice—from the COVID-19 pandemic to shifts in government at the provincial, federal, and U.S. levels. In the healthcare sector, the dissolution of regional agencies and the creation of CIUSSS organizations, followed by Santé Québec in 2023, redefined decision-making and operational structures. These changes required a continuous reassessment of our approaches to remain aligned with evolving government directions.
From a real estate programming and planning perspective, the revision of the Major Projects Directive in 2014 marked a key turning point, notably through the division of the Functional and Technical Program (FTP) into two distinct components: the Functional Program (FP) and the Real Estate Analysis (REA). The introduction of Integrated Project Delivery (IPD) in 2018, followed by the abolition of Public-Private Partnerships (P3) in 2024, also transformed project delivery models, prompting us to adapt our strategies and tools accordingly.
Meaningful projects, collective ambitions
Among the emblematic projects that shaped this decade are the Mammoth project, aimed at building new secondary schools, and the Maisons des aînés, which proposed a more humane alternative to traditional long-term care facilities. Although some of these initiatives were later challenged for budgetary reasons, they significantly informed our thinking on the quality of living environments and reinforced the importance of a human-centered approach.

Over the years, our team has built strong partnerships and supported a wide range of clients. This diversity of collaborations has allowed us to broaden our scope of practice and refine our vision of sustainable health environments by systematically integrating social, environmental, and economic considerations into every intervention.
